Delaware Child Protection Registry

This is the DSCYF check on your Contractor Compliance list. You request it yourself, online, and it costs $14. Here is every step, in order.

The Registry check ($14), your fingerprinting ($85) and Safe Ride ($25) come to roughly $124 out of pocket. GoKart reimburses that after you complete 20 routes. Keep every receipt — you submit them to be reimbursed.

Your drug and alcohol test is paid by GoKart — that one is not yours to cover.

Before you start

  • Use Google Chrome or Safari. The portal says so on its own front page, and it does not work properly in other browsers. Your phone is fine.
  • Have your Social Security number, date of birth, full address, and a card (Visa, Mastercard or Discover) ready. Both the consent form and the website ask for these.
  • You will need to print and sign a consent form, then photograph or scan it to upload. Sort out printing before you begin.
  • The school’s details are in step 2 and its two ID numbers in step 8 — you need both, and the IDs cannot be added after you save.

The steps

  1. Go to the portal

  2. Download and sign the consent form

    On the home page, find the CPR Consent Form block and click “Click here to download the consent form.” You cannot submit a request without it.

    The form has two parts. Fill in both.

    Part I — About you. Name (last, first, middle), any other names or aliases you have used, Social Security number, date of birth, gender, race, ethnicity, and your full address — street, city, state and ZIP. Then answer the Yes/No question about whether you are on the Registry for a substantiated case, and sign and date it.

    Part II — Who gets the result. Tick option 3, “Individual Request – Share Results with Requesting Agency,” then under Requesting Agency 1 write:

    Names here — numbers on the website

    The consent form asks for the agency name (marked mandatory). The website later asks for ID numbers instead. They are not interchangeable — write the name and address here, and use the numbers at step 8.

    90 days

    The form states: “Request must be within 90 days of signature date in order to be processed.” Don’t sign it now and submit weeks later — sign it when you are ready to complete the request.

    Leave Requesting Agency 2–5 blank, and don’t tick options 1 or 2.

  3. Click “New Individual Registration”

    This is the step people get wrong

    There are two buttons. Individual Registration is yours — it is for “submitting a request for yourself (your name) only.”

    Do not click Agency Registration. That one is for an organisation submitting on behalf of other people. It is directly above the button you want, and it is the most common mistake on this page.

    Register once only.

  4. Fill in the registration form

    Name, address, phone and email are required. Tick I ACCEPT AND AGREE, then Register. The screen will tell you to check your email.

  5. Open the welcome email and set your password

    It contains your Individual ID number and username. There may also be a separate email verification message from the system — click that link too.

    24 hours

    The password link works once and expires in 24 hours. If you miss it, go to the login page and use “Forgot your password?” with your username.

    Password: at least 10 characters, with a capital, a lowercase, a number and a special character. Save it — you need it again to collect your result.

    No welcome email within 5 days? Call 302-892-4525 with your ID number and the date you registered.

  6. Log in and start the request

    Use Login For Approved Users, tick the agreement, then click Create New CPR Request.

  7. Complete the request

    Last name, first name, date of birth and gender are required. Middle name and SSN are optional but they make the search more accurate.

  8. Enter the school information — Requesting Agency

    Near the bottom of the form, below the alias name boxes, you will find Requesting Agency ID 1 and Requesting Agency Contact ID 1. This is how your result reaches the school. Enter:

    That is Colonial School District – Personnel — the same school you named on the consent form.

    Leave Agency 2, 3, 4 and 5 completely empty.

    Numbers only — this is where people get stuck

    These boxes take ID numbers, not names. Typing a school district’s name into them will not work.

    And the two go together: if you put something in an Agency ID box you must also fill its matching Agency Contact ID box, or you get the error “We hit a snag — Agency Contact ID field must contain a value.” That is why you leave rows 2–5 blank rather than half-filled.

    You only get one chance

    The portal warns: “If you did not enter this information when creating your CPR Request, there will be a final opportunity to add this detail during Review and Save. Once saved, this information cannot be entered.”

    Get these two numbers in before you save. Afterwards the result cannot be shared with the school through the portal at all.

  9. Attach your signed consent form

    In Notes and Attachment, click Upload Files, attach the signed form, then Done. You should see “1 file was added.”

  10. Review and Save

    You will see “CPR request successfully submitted.” It is not finished yet — it moves to a tab called Contingent Payment Requests.

  11. Pay the $14

    Not submitted until you pay

    Open Contingent Payment Requests, tick the box next to your record, and click Proceed to Payment. Until you do this, Delaware has not received your request.

    Enter your card details and a receipt email. Keep that receipt. Your request moves to Submitted Requests.

  12. Wait, then collect your letter

    Delaware asks you to allow at least 10 business days — plan for longer. You will get a notification email, then log back in, open Completed Requests, and download your letter from the CPR Letter column.

    Download it, don’t bookmark it

    Results are only kept on the portal for six months. Save the PDF to your phone or computer.

  13. Send it to us

    Upload the letter to Contractor Compliance under “Department of Services for Children, Youth and Their Families (DSCYF) check”, and to your GoKart upload folder.

    Don’t text it

    Photos texted to the office are not filed automatically and drivers have been chased for documents they had already sent. Upload it.

A warning about the other Delaware site

You could pay twice

There is a second state site, dscyfcriminalhistory.delaware.gov, that asks you to pick a “type of background check form.” Do not use it unless GoKart tells you to.

By its own description it bundles a fingerprinted criminal check and a Registry check — both of which you are already paying for separately through IdentoGO (code 27RY59) and this $14 Registry request. Going through it as well means paying for the same checks twice.

If you have landed on that site and are unsure which option to choose, stop and call GoKart before you submit anything.
